Who should I file compliant with regarding apartment complex in Ohio?

We moved into an apartment complex in Beachwood Ohio. I went there to see the apartment two weeks ago and everything looked good and decided to move in. After moving in during the night I was hearing some sound (like an air condition is on - bigger than air condition sound) and couldn't sleep whole night. I tried seeing if our air condition is on and if that's causing sound. Everything was off. Apparently there is some other sound coming from outside. Couldn't sleep whole night until it was off sometime in the morning at 5am or so. Next day morning I tried observing and found that its from the outside went which is from the air condition for the entire floor. Its right outside my apartment. When I called and told to apartment complex, they said they cant do anything about it as the floor needs air conditioning. But I asked them why didnt they tell me when I came here to rent an apartment and I cannot sleep at all even if there is a small sound. They are trying to offer that they will stop it during the night and sometimes they are turning it off, sometimes they are not. Its been really annoying with this sound and I dont have good sleep at all for last 4,5 days. Which department I should file complaint with and how to go about it.
