Who presides over a Vietnamese wedding?

want to know who officiates over a Vietnamese wedding. My finance' insists that the family does the ceremony and pronounces the couple man and wife, I disagree because I can't possibly think that is correct, so I'm searching online to find out who actually performs the ceremony
