What does this mean when a guy....?

okay theres this guy who i guess wanted my attention today because he was back and forth with his bike near where i was...and my mom told me that he was looking at me but i wasnt really pay attention... then i went to walk my dog and stand for a mintue...then from far distance i see somebody observing me like if i was still outside walking my dog and the guy sees me and leaves i guess he told the guy who wanted my attention few seconds pass by and the guy rides his bike like kinda past me.....i just dont kno what it means..ive seen him around in the neighborhood with friends but never caught my eye until today
