Please Help Urgent!!!Police report Changed Is this Allowed ?

Last month I was charged with DUI first time getting in trouble. On the report it states that I consented to a urine test. When I get to court for my hearing it says I was uncooperative and refused...I was taken to the hospital where I provided urine. i had a drink and I want to plea bargain even though i seriously dont think i was over the limit and the cop DID NOT OBSERVE me driving. I got into a slight accident with no damages he came after while I was standing outside of my car trying to exchange info with the driver. Gave me a pen test and arrested me. I didn't sign anything. Not even a refusal! I was in the hospital where I spent the night instead of jail
