Personal injury, what courts preside in my jurisdiction?

I was recently hit by a driver from Seattle, WA. I incured over 200,000 dollars in injuries from this accident, and I would like to know what courts I have an option to take the driver to, I was hit in Peoria, Il (my home) and the driver lives in Seattle. Can I go to either city, plus federal court? Please help, thanks
