Liberals, doesn't the argument that Bush wrecked the economy backfire?

Backfire when we see that yes Bush did preside, and his party did take the house and senate for the majority of his presidency. But that their failure was that they didn't force a repeal of the policies put in place by Dodd, Frank, and the other congress democrats that pushed banks to make suicidal loans. And thus, when the argument implicates Bush, they only highlight Bush's failure to not be stronger at repealing the work of democrats. How does that argument lead one to the conclusion to elect democrats who passed these laws forcing banks to make these insane loans to begin with?
