How much political capital is killing the worse terrorist in American history, like 3 or 4 weeks worth?

If only Obama'd of presided and ignored the information about the 2001 terrorist attack like Bush, then he'd of been able to drum up fear and get 3 years worth of political capital. Failure is rewarded more than success in America. Don't expect any President to ever catch a terrorist again. It's just not worth the mental effort with no political gain.
